About Me
Prof. Dr. Samuel Ortiz is an eminent scholar and policy strategist with more than 25 years of
experience in public administration, legal governance, and institutional reform. His career
has
bridged academia, government, and international organizations, making him one of the most
respected voices in digital governance, administrative ethics, and public policy
modernization.
Before joining Woodcroft University, Dr. Ortiz served as a Senior Policy Advisor to the
United
Nations Development Programme (UNDP) and led major governance initiatives focusing on
digital
transparency, e-governance, and legislative modernization across Latin America and Europe.
At Woodcroft University, he oversees the Faculty of Public Administration, Governance & Law,
developing programs that prepare future leaders to design transparent, equitable, and
data-driven governance models for both the public and private sectors. His work champions
ethical leadership, civic innovation, and digital democracy as the foundation for
21st-century
governance.
